Its simply a pit in ground for last 2 years

Wt review to write. They have just opened a deep pit in ground and left it like that for last 2 years. Nothing has happened after that. They are just collecting money from people for this pit and doing nothing. Poor people who have invested with them.
Original land owners say they have filed cases against the builder and this project is on stay. Additionally builder does not have money in his accounts to work on this project.
